However, that's only required of Titanians, which is why we don't really have info about it elsewhere. We don't really feel it'd be right to force PCs to carry the mark, since they could potentially have legal wiggle room in not being native to the universe.
But we do figure that mind control powers and telepathy would be taken seriously in general, which is common in a lot of settings, really. Even if the universe didn't have that rule for the Titanians, since the Legion has some pretty formal rules, we'd likely have them put a lot of weight to any powers capable of serious abuse. (That also includes reality-altering powers.)
To balance that out with players wanting some secrecy for fun stuff/plots, though, we're definitely willing to find ways powers go under the medical radar and never get pinged on in the first place.
