They generally do but for the sake of a player's preferences, if they want to do something fun with it, they can have it that maybe there's a quirk and their scanning methods don't catch it. One player already went with that.

The only caveat is that the Legion doesn't allow people on the team proper unless they have a superpower or enough fighting skills to hold their own without one.
