Aaaand one more question actually. Does the Legion have any way of knowing for sure that an arrival has powers? This one's the type to hide that sort of thing if at all possible, and he'd likely play powerless and find some other useful position to take up for the time being. But if not and the Legion can actually tell, he'd work with that. I'm cool with either, I just wasn't sure based on the arrival info and whatnot.
