Superspeed as powered by the Speed Force is an acceptable power, and as a 1-power powerset would still have at least some of the flexibility the Speed Force offers, but we'd prefer that any Speed Force powers Barry has are a natural extension of superspeed instead of abilities that could count as a separate power entirely.
For instance, aside from just being fast, Barry could do very powerful punches at superspeed because of the force behind them (though not with the power of a "white dwarf" like in the comics). He could also metabolize faster so that wounds heal faster. We can also allow the phasing ability, where he can vibrate his molecules so fast he can move through solid objects. We'll also allow the common DC Speed Force trait of him being able to read at superspeed, but forgetting it after ten minutes.
However, abilities like creating Speed Force "duplicates," time travel, stealing or adding kinetic energy to objects or people, or traveling into the Speed Force itself, would not be allowed.
