Time powers can work in the game as long as they don't affect things on a macro level. For instance, a power that reverses time in a widespread area wouldn't be possible since it would be hard to coordinate and other players wouldn't be able to avoid it if they don't want their character affected.
However, Tracer type powers where he temporarily slows down or stops time for a brief period immediately around him, so that it appears he's moving at superspeed, are doable. A power where he can reverse time by several seconds in a localized area (where it might only affect him, or a villain, or a single teammate whose player has given permission) is also doable.
Time powers are definitely a possibility as long as they're localized enough. When you app, we would just need you to lay out their limits. If there are any issues, we can work with you via revisions to make them into something that works in the game.
