With the powers, there is definitely going to be some nerfing over the high-end abilities of characters. As an example I play Nova from Marvel and aside from having vast amounts of energies for energy blasts (he jokes about being able to blow up star destroyers by sneezing), he's got invulnerability, super strength, can open stargates etc etc. So in limiting his powers from canon, I've narrowed it down to just the energy blasts which is a kinda explosive/gravity-based thing, and all his other powers like invulnerability, superstrength, etc. are now gone. But he can still blow things up hugely because he has a lot of raw power and can shoot the energy behind him to have a rocket butt so he can whoosh real fast.
So, the way the powers work is they get refined down to one really strong power, or if you want a character to have multiple powers, they can have up to 3, but each individual power gets weaker the more powers they have. This is so that people can choose between raw power or versatility but not have both, which prevents one character from being like, say, Superman, where he has like ten separate but very powerful abilities.
So what I would suggest here is 1) Deciding what you want more, raw power or versatility, and then 2) Figuring out which powers to prioritize.
So I'll give you some examples of what configurations you can go with. These are just examples because you have a lot to choose from since she has a lot of powers:
If you go with ONE power:
Example 1: Teleportation - you could go with this and have it be almost as powerful. We'd have to nerf her going to other dimensions but you could have it be very powerful so she can go extremely long distances like across a whole planet.
OR
Example 2: The Wail - She could have the wail and have it be almost as powerful, creating a black hole effect if she needs to be particularly destructive. We'd have to limit it being able to destroy the world but you could potentially have it vary between the canary cry at its weakest or leveling a whole building at its strongest.
Now, if you want to go with two powers:
Example: Teleportation and the Wail: In this case, both powers would have to be weaker, so the teleportation might be shorter range (like maybe she can only go a few miles) and the Wail might only be strong enough to wreck a car at is most powerful (rather than a building).
If you go with three powers:
Example: Teleportation and blink and wail. The teleportation might be very short-range and could have a limitation where she can only teleport directly line of sight. The blink ability that freezes her opponents might only last thirty seconds. The wail ability might not be enough to trash a car but does deafen people and provided enough force to knock someone over.
While each is weaker, they would make for a good combination of freezing her opponents, moving very quickly, and having some destructive power.
So in general we do have to limit the dimension-jumping and her being able to destroy the world (which we'll have to limit all characters), but otherwise it's really it's up to you and what you'd like to work with the most. If you want lots of raw power, you'd go with one power and it'd pack a lot of oomph. If you want to keep multiple powers and more versatility, she can have more powers but they each get weaker the more she has. (And you can figure out which of her powers you'd want to keep the most and choose 2 or 3 from that depending on how you want to go).
