LEGION BASICS
![]() ![]() THE LEGION'S ROLE The Legion of Superheroes is a law enforcement body with equal authority to the Science Police. They are largely beholden to the citizens of the United Planets and primarily respond to metapowered threats and cosmic-level evil entities. However, they also have have a role in providing disaster relief, counter-terrorism efforts, and even undercover operations. The Legion also sometimes takes on a role of diplomacy, acting as ambassadors on the behalf of the UP to the peoples in the Second Galaxy due to their trust in the Legion and general distrust of the peoples of the UP. Despite technically being sanctioned by the UP government, the Legion has sometimes worked at odds with the UP government and Science Police, occasionally defying the law and routing out corruption in the UP government. Most of all, the Legion is a symbol of hope and a symbol of "the dream" of the United Planets, a team that represents diversity, unity, and tolerance. YOUR CHARACTER'S ROLE AS A LEGIONNAIRE Your Legionnaires will be trained in basic UP laws and have the power to arrest people and security clearance to many government buildings and agencies. While the UP sometimes orders the Legion to do certain things or asks them to help with certain crises, the Legion is largely self-directed and performs its own superhero missions and investigations rather than taking orders from on high. The Legion is generally loved by the public due to all the times they've saved the galaxy and most people in the UP are still grieving the loss of the majority of the Legionnaires even a year after their disappearance. While some people will think your characters might not be able to measure up, most of the public will regard your characters in a positive light for joining the team, as they see the Legion as their only hope for the stability and safety they once had. Because of your characters' willingness to help out, there will be heavy public support of efforts to get them home due to gratitude. Conversely, supervillains, criminals, terrorists, and corrupt politicians hate the Legion and will regard your characters with suspicion. ![]() ![]() Please keep in mind that all IC rules are just that, IC. They're meant to facilitate IC consequences (as usual ICA=ICC) and to provide optional plot fodder and structure that might be interesting to play with. That means they can be broken for the sake of plot or conflict, it's just that there'd be consequences to play out. The Legion has a whole Constitution and a ton of bylaws but the only really important rules for the characters to know are the following: 1. Legionnaires cannot kill. Legionnaires can only kill as an absolute last resort to defend themselves or defend innocent people. The Legion takes this rule very seriously and every time a Legionnaire kills a massive investigation takes place, usually with the help of the Science Police, to determine if it was a Legionnaire's only recourse. Legionnaires that break this rule are kicked off the Legion. (And arrested by the Science Police if there was any foul play, such as if it was a murder). There's a lot of plot potential here in frame jobs and ambiguous self defense cases. 2. Legionnaires must be 14 years or older. However, the Legion will make exceptions due to events in game if a child character is capable of fighting or dealing psychologically with danger. Child characters that are not capable of dealing well with what's going on will not be accepted onto the Legion and at most would only be allowed to stay on Legion World for their safekeeping. Please speak to the mods before apping a child character to see what IC limits might be in place. Generally, to enjoy all the game has to offer, it is recommended that most characters apped in be above 14 or if they're under 14, that they're capable of handling being superheroes (such as if they're characters like Aang from Avatar: the Last Airbender, or Mabel and Dipper Pines from Gravity Falls). 3. Legionnaires must be courageous and of good character. If characters act selfishly or harm others, or break down into gibbering wrecks at the first sign of danger, the Legion will bench them or decide they're not fit for the team. Legionnaires are also expected to not take bribes or have conflicting financial interests (though it's considered okay if they accept small gifts or things like free meals). The punishment for this depends on the severity of the action. If someone steals or hurts someone they might be expelled from the team. If they chicken out of something they might be put on leave (involuntary or voluntary if they do it willingly) and might receive extra training/psychiatric care/some other appropriate consequence. 4. Legionnaires must respect the authority of the UP government and cooperate with the Science Police. ...If they feel like it. Generally, the Legion takes this as more of a suggestion than a rule. However, the many times they've disobeyed the UP it was usually for a good reason (such as the UP being corrupt). The Legionnaire npcs will back the PC characters up and cover for them if they ignore UP authority for good reasons but come down on them hard if they don't have good reasons. Punishments for this are situational. If the action was justified, the Legion will cover your character's butt and only give the UP lip service that they're punishing your character. If the action was not justified they may punish your character by benching them for a while/with extra practice, etc etc. 5. Legionnaires may resign at any time without cause. The Legion will not force anyone to be a Legionnaire and they can quit at any time. (However, that will leave them little to do in game). This is not a game where the characters will be forced into things. The Legion genuinely needs help to save the multiverse, but don't believe in forcing sentients into things against their will. 6. Legionnaires may go on voluntary medical/personal leave with approval from the current Legion Leader. In most cases, these requests will be approved. This is just something for players to possibly play with. 7. Legionnaires can be forced on medical/personal leave by the Legion Leader. If they demonstrate difficulty doing their duties, they can be forced on leave by the current Legion Leader. Sometimes Legionnaires will not be allowed back on duty until they get clearance from the doctors or the staff psychiatrist. This will only happen to characters if 1) player wants to play with a temporary forced leave as a plot device and has a good situation they can manufacture for it. Or 2) if a player has their character engage in an extreme IC actions that warrant involuntary leave as a consequence. As an example, if your character freaks out over something and punches a UP dignitary in the face, an IC consequence would be the the character being forced on involuntary leave and not being allowed to come back on duty until cleared by the staff psychiatrist and after giving the dignitary a formal apology. 8. Legionnaires cannot release any Legion secrets or confidential information to outside persons or entities. The consequence is expulsion from the team but the mods can be flexible on this if a cool plot is involved (like if a character is tricked into it). Please contact the mods if you have plot ideas involving this and we'll see what we can do. 9. All Legionnaires are required to design (with assistance) a personal uniform and pick a superhero codename. Yes, it's required because for some characters it'll be hilarious. Have fun with that! 10. Legionnaires should not misuse or give away Legion property. Please don't take the cruisers for joy rides, folks, or give away your flight ring to that hot chick you met in that bar on Rimbor. (Unless it'd be really funny, so feel free to have a character do it if something fun'd come out of it, just understand they'd get punished if caught). This usually gets minor punishments like extra practice/chores, temporarily being benched, etc. ![]() ![]() THE LEGION OATH/BATTLE CRIES The Legionnaires have an oath that they take painfully seriously. When your character is sworn in as a Legionnaire, they will be asked to make the following oath:

In times of celebration or of extreme peril (as a rallying cry) they sometimes cry out:
Your Legionnaires will be encouraged to use these battle cries as a morale thing so feel free to have your characters get all enthused or roll their eyes at the corny superhero catchphrase thing. ![]() EQUIPMENT AND UNIFORMS ![]() FLIGHT RINGS All Legionnaires are provided with a Legion Flight Ring, even the people that can already fly. Legion flight rings allow all users to fly. They also act as tracking devices and can track a downed or missing Legionnaire. For those that don't have hands, they are modified to be in another form that the user can wear. ![]() OMNICOMS Omnicoms are very small handheld devices that act as multi-purpose tools for Legionnaires. They can be used as organizers, for video or audio calls, to send text-based messages, to record video files (such as for evidence of a crime for court), to take pictures, to record audio files or verbal personal logs, to access information networks, etc etc. They have considerable processing power, much more than modern smartphones, and can perform supercomputer-level calculations. Omnicoms also have scanners that can be used for many purposes, such as for medical scans, tracing energy signatures, or to identify the chemical makeup of unknown substances. Omnicoms are a doctor or scientist's best friend. ![]() TELEPATHIC EARPLUGS All Legionnaires are outfitted with standard issue telepathic earplugs or equivalent translation devices for times they're dealing with languages they're not familiar with. These also create a connection with the visual cortex of a Legionnaire's brain to allow for translation of written medium. All non-native Legionnaires will be able to use these to understand Interlac, the common language everyone in the game universe speaks. Legionnaires often carry extra pairs in case they lose theirs or come across a sentient they're trying to enable easier communication with that doesn't already have a translator. ![]() TRANSUITS Transuits are extremely light, clear environmental suits Legionnaires wear over their uniforms that offer protection from environmental hazards. When a Legionnaire is in a hostile environment, the suits can provide breathable air, block the transmission of airborne infectious disease or poisons, and allow a Legionnaire to survive in the vacuum of space. They also offer a degree of resistance to extreme heat and cold, however, when temperatures exceed incredibly high or low levels eventually the transuits are overwhelmed. When worn, the suits are nearly invisible and the only sign a Legionnaire is wearing one is a technological armband on a Legionnaire's arm or a small device stuck to the surface of their body. If the band or device is damaged however, the transuit will cease to operate. Transuits can also tear or breach under extreme circumstances. For this reason most Legionnaires wear one into every fight and pack both patch material and an extra in their belts. ![]() UNIFORMS All Legionnaires wear superhero uniforms. The Anthramite clothiers on the ship assist in their design but Legionnaires are encouraged to decide what their costumes and insignias look like. These uniforms are made of tear-resistant material called durapreen and can be designed to compensate for powers (such as stretching with size-changers or being fire-proof for pyrokinetics). Legionnaires that require special technology to survive or use their powers are also provided with unlimited equipment to allow for that. Costumes can also have certain elements built in to aid with their powers; for example, the metal-manipulating Legionnaire Cosmic Boy in the pic above has metal bits on the front of his costume that he can use for ammo if there's no metal around him in a fight. Yes, the outfits are typically stretchy and skintight (though they can be modified with accessories like trenchcoats and such). Each Legionnaire is also provided a belt buckle or patch that has the Legion's L insignia that they're expected to wear on their person to identify themselves as a Legionnaire. Most Legionnaires that have waists have belts with pouches to hold their equipment. Creating art of your character's costume is entirely optional, but if you'd like to, aside from creating original art, there are many superhero costume generators. Here are a few to choose from: 1 (f only) 2 (m/f, somewhat complicated to use but the 2.5 version is simpler so you can also try that) 3 (m/f, somewhat limited) 4 (m/f, not in English but easy to figure out, good options, several other generators on site) 5 (m/f, decent options, simple to use). If you'd like a permanent place to put character art of your character's costume, you have the option of linking to it in your character's permissions. MISC. Based on the individual mission and your character's skills they might carry other objects in their belts. Most Legionnaires have compact first aid kits to accompany their first aid training, but a PC that's decided to be a full combat medic may have a larger medkit and a compact, foldable hover-stretcher. Many Legionnaires carry hydration capsules (that contain a special hydration gel with electrolytes) and compact high-calorie, high-protein ration bars. Legionnaires that opt to pick up a backup weapon, like a gun, can carry that and stun rounds. While having a backup is not standard, it is allowed for Legionnaires to choose from a variety of possible backup weapons as long as some kind of nonlethal mode or stun ammo can be used when necessary. ![]() LEGION LANGUAGE Interlac, the common language of the UP, has an assortment of colorful cursewords that the Legionnaires use frequently, because they are really foul-mouthed superheroes. The native Legionnaires will gleefully teach them to the new recruits to potentially use alongside their native languages. Here are the closest English translations:
![]() LEGION PERKS Your Legionnaires will be offered many perks. They'll receive a small salary (in the form of UP credits) that equates to about what a police officer or soldier would make. They'll also have free room and board on Legion World, free meals, free housing planetside somewhere if they like, free medical care in Legion World's Medbay, unlimited access to the threshold hub for travel, and free uniforms and a stipend to pay for small things like civilian clothing. Due to the Legion being very well-loved in the UP, many businesses, restaurants, and private individuals often offer things like comped meals and free services, as well. Legionnaires are discouraged from taking large amounts of money or very expensive gifts but it won't be frowned on if they accept small gifts, free meals, free access to night clubs, etc. |
